PROBLEM TO BE SOLVED: To provide a hard coat film or sheet, which can set properties within a practically acceptable range, and has beyond conventional limit pencil hardness of 4H or more with excellent scrabble and mar resistances: provided that the properties include adhesion between a substrate and a hard coat layer formed on it, cracking when bending a film, curling of the film, etc., wherein the substrate is a plastic film or sheet substrate to support the hard coat layer. SOLUTION: The hard coat film or sheet is characterized by preparing two tier hard coat lamination of first and second hard coat layers in sequence on at least one surface side of a transparent plastic film or sheet substrate; wherein the first hard coat layer is a cured resin film comprising a blend of a radical polymerization resin and a cationic polymerization resin, and the second hard coat layer is a cured resin film comprising solely the radical polymerization resin.
