PROBLEM TO BE SOLVED: To perform safe operation management of an electronic document easily and efficiently.

SOLUTION: An access policy storage means 2 stores an access policy AP1 which has information on a first destination of distribution 3, information on a second destination of distribution 4 for indicating a range in which the first destination of distribution 3 can distribute an electronic document, and information on a right of use for permitting the second destination of distribution 4 to use the electronic document within authority. A storage means 6 stores an object to be distributed indicating the second destination of distribution 4. When there is a request to ask for a permission of distribution of the right of use to a specific destination from the first destination of distribution 3, an access policy checking means 7 refers to an object to be distributed to check whether or not the specific destination is included in the second destination of distribution 4. A registration means 8 registers to the access policy storage means 2 an access policy AP2 which associates the specific destination with the right of use. A right of use checking means 9 refers to the access policy AP2 and permits the specific destination to use the electronic document with the right of use when a use request to hope to use the electronic document is made by the specific destination.
