PROBLEM TO BE SOLVED: To apply suitable pressure to a working face in application to fissured rock-bed excavation. SOLUTION: This shield system 31 comprises a shield 2 advanced to excavate a fissured rock-bed; a water pipe 5 and a drain pipe 6 connected in communication with a chamber 4; and a drain pump 8 provided at the drain pipe 6. The water pipe 5 and the drain pipe 6 are provided with a water supply valve 9 and a drain valve 10 respectively, and a bulkhead provided behind the chamber 4 is provided with a working face water pressure gauge 11 for measuring water pressure of the chamber 4. A guide leader 37 is fixed to an internal wall 36 of a start shaft 35. A water level adjusting tank 32 connected in communication with the water pipe 5 is liftably mounted to the guide leader 37, and its installation height can be adjusted so that water pressure in the chamber 4 when driving the shield 2 coincides with water pressure in the chamber at the stop of the shield 2.
