PROBLEM TO BE SOLVED: To construct a traffic information system capable of continuously preparing and distributing traffic information data in each certain area unit by disconcentrating a processing load of traveling data of vehicles to different device in accordance with a fluctuation in traffic volume so as not to allocate a load that exceeds throughput in each unit processing time to a particular device due to the fluctuation in traffic volume in a device for preparing traffic information data from periodically collected traveling data of the vehicles. SOLUTION: The throughput of each device that occurs by processing traveling data of vehicles aggregated in each of areas divided in a checkered pattern is monitored in each predetermined time interval, and when a load exceeds or is going to exceed the throughput of a certain device, connectivity of areas to one another is taken into consideration, and a portion of the load is subsequently allocated to another device having spare throughput.
