PROBLEM TO BE SOLVED: To provide a semipermanently usable water purifier. SOLUTION: Special pulsating stocks composed of natural stocks in a reduced amount are efficiently disposed/arranged or blended, so as to be finished in an extremely limited volume, capacity, environment or the like, e.g., in a boat 1 in a space on a small scale which has not been realized heretofore. Owing to extremely high natural frequency (Hz) emitted from elements 2 obtained by pulverizing the special wave motion stocks, by the vibration, movement or fluidization of water, an aqueous solution 5 or the like, the natural cluster (denoting the size of grains) of the water, aqueous solution or the like is returned to the original cluster as possible, or is improved/modified to a cluster finer than that.
