<p><P>PROBLEM TO BE SOLVED: To accurately measure the temperature of a fluid regardless of thermal effects from the outside via a base of a flow sensor. <P>SOLUTION: At measurement on the temperature of the fluid, an arithmetic processor 14 of a converter 1 halts the drive of a heater 20A for a cleaning period, halts the drive of a flow velocity sensor 20B, and then drives only the flow velocity sensor 20B for measuring flow velocity formed on a diaphragm of the flow sensor.
