A control valve has a first valve opening (2) for coolant flow for a heater which can be closed via a first controlled closure element (3), and a second valve opening (4) for bypassing the heater and for limiting the pressure via at least a second closure element (8). The first closure element (3) and the second closure element (8) are arranged in a sub-assembly. An independent claim is given for a system with at least one valve.
