The present invention is related to a process for recovering and recycling weathered hydrocarbons and hazardous residues from the oil extracting and refining process; which is characterised in that it comprises the following steps: a) cutting, field-collecting and transporting the hydrocarbon material; b) pouring the collected material into recycling units where the same is heated by conducting heat using a hot fluid so as to carry out the phases separation; c) stirring the collected material including weathered hydrocarbons applying a reciprocating movement for avoiding a foam effect which may cause the spillage thereof during a predetermined period of time until the phases separation is obtained; d) separating the organic material suspended on the surface; e) extracting the recycled liquid material by a pumping process; f) filtering the recycled liquid material for trapping non-suspended suspended solids; g) extracting sedimented solid materials; h) using the materials obtained foll owed the separation.
