A voltage regulator is provided to limit a rush current of an output circuit and shorten a rise time of an output voltage. A dividing circuit is connected to an output terminal to divide an output voltage, and an amplifying circuit(6) is input with a dividing voltage from the dividing circuit and a reference voltage to generate a signal for controlling an output circuit. A detecting circuit(7) is connected to a voltage input terminal to detect rising speed of an input voltage. A first output current detecting circuit is connected to an output of the amplifying circuit to detect an output current at the output terminal. A first output current limiting circuit(1) is connected to the detecting circuit and the first output current detecting circuit. A second output current detecting circuit is connected to the output of the amplifying circuit to detect the output current at the output terminal. A second output current limiting circuit(2) is connected to the second output current detecting circuit to control the output circuit.
