<P>PROBLEM TO BE SOLVED: To realize a dynamic and arbitrary bit rate conversion function in an optical signal processor and an optical signal processing method having a bit rate conversion function for optical signals. <P>SOLUTION: After an input light packet serial signal is parallelized as light, it is photo-electrically converted. The signal is written into an electric memory (104) and re-read, and thereafter it is serialized at a bit rate different from that of the input light packet serial signal by an electro-optic parallel-serial converter (105), and converted again into the light. The electro-optic parallel-serial converter consists of a light pulse source, a demultiplexer, a light modulator, an optical delay device, and a multiplexer.
