A device and a method for controlling dehydration speed of a washing machine are provided to reduce vibration and noise by detecting UB(UnBalance) value using duty value at pre-set speed. A method for controlling dehydration speed of a washing machine comprises the steps: controlling duty and lead angle and varying motor speed for predetermined speed when starting a dehydration mode(SP11); and estimating UB value at predetermined speed and varying present motor speed in accordance with estimated UB value by using a control unit. The control unit accelerates motor speed to be same with first standard speed by increasing duty(SP12) and accelerates the motor speed secondarily to make same with a second standard speed by increasing lead angle when the present motor speed is the same with the first standard speed(SP14). The control unit maintaining present motor speed by regulating duty if the present motor speed is the same with the second standard motor speed, and estimates UB value by using driving duty(SP16).
