A manufacturing apparatus of a steel sheet having inclined grooves is provided to replace only damaged one when cutter blades are partially damaged, by forming a plurality of divided sleeves with cutter blades for forming inclined grooves on the electrical steel sheet and installing a plurality of the divided sleeves on a knife roll. A manufacturing apparatus of a steel sheet having inclined grooves comprises a pay off reel for supplying a steel sheet by unwinding a wound steel sheet, a groove forming part comprising a knife roll(52) which has cutter blades(54a) formed on an outer surface thereof to form inclined grooves on at least one face of the steel sheet provided from the pay off reel, and which includes a plurality of sleeves(54) divided at certain intervals and fit to a roll shaft(53), and a winding reel for winding the groove-formed steel sheet. The cutter blades for forming grooves on the steel sheet are formed on outer surfaces of the sleeves, and the cutter blades form grooves on the steel sheet in the same shape as the cutter blades by pressing a surface of the steel sheet.
