A non-woven fabric sheet attaching device and an apparatus and a method for manufacturing sheets for water proof construction are provided to perform continuously the process of integrating a water drain non-woven fabric sheet and a water resistance sheet and process of attaching a non-woven fabric sheet. A non-woven fabric sheet attaching device(20) includes a sheet conveying unit(22), an adhesive material supply unit(23), a non-woven fabric sheet supply unit(24), and a compression unit(25). The sheet conveying unit conveys a water drain non-woven fabric sheet in a lengthwise direction. The adhesive material supply unit supplies an adhesive material onto the water drain non-woven fabric sheet being conveyed in the lengthwise direction. The non-woven fabric sheet supply unit continuously supplies the non-woven fabric sheet such that one side of the non-woven fabric sheet faces the adhesive material on the water drain non-woven fabric sheet. The compression unit attaches the non-woven fabric sheet and the water drain non-woven fabric sheet with each other with the adhesive material interposed between the non-woven fabric sheet and the water drain non-woven fabric sheet.
