A triazine-based fluorescent compound, a fluorescent polymer comprising the compound, a method for preparing the compound, and a method for preparing the polymer are provided to improve electrical oxidation-reduction stability, the solubility in an organic solvent and fluorescent efficiency. A triazine-based fluorescent compound comprises an aromatic compound represented by the formula 1 as a backbone, wherein R1 and R2 are an identical or different substituent each other or a linking group and are -B-(R4b)k-Ar1a-R5, -O-CH2CH2-O-(O=)C-C(CH3)=CH2, -S-(R4c)k-Ar3, -O-(R4d)k-Ar4; R3 is H, C, Cl, NO2, SO3H, CH3, CHO, CO2H, CH2Cl, OH, OCH2, OCH2CH3, NH2, CH=CH2, C6H5, a C1-C22 alkyl group, a C3-C8 cycloalkyl group, or a cycloalkyl group of cyclohexyl; R4a is an identical or different linking group or is CnH2n, (CH2CH2O)n, (CH2)nCOOCmH2m, or (CH2)nSO2CmH2m; and m is an integer of 1-12.
