A mobile phone for limiting calls while a user is driving is provided to be automatically converted into a call-limiting mode without the user's additional key operation when the user is driving, while another user who is not driving can maintain a speech mode by key operation. If mobile speed provided from a speed measurer exceeds reference speed and it is decided that a hands-free device is not connected to a hands-free connector, a mode change notification message is outputted through an output device of a body(210-240). If a key input signal is not received from a key input unit during set idle time after the message is outputted, it is decided that a user is driving, and the current mode is changed into a call-limiting mode for blocking calls for transmission and reception(250-280). If a receiving signal is received in the call-limiting mode, an announcement stored in a memory is delivered while a call is blocked.
