An apparatus for treating early rainwater is provided to remove unfiltered fine particles after a removing process of suspended particles and sediments, by using a filter medium layer installed in a ring-shaped space between an inner case and an outer case. An inner case(102) is positioned in the middle of an outer case(107). An inlet pipe(101) is connected to the inner case while passing through the outer case. A pipe shaft(108) is positioned in the middle of the inner case to promote the formation of vortex flow. A benching skirt(103) is installed below the pipe shaft and the inner case in a hopper shape, wherein the benching skirt induces sediment to a sediment storage bath(130) below. A filter medium layer(120) is installed in a ring-shaped space above the benching skirt and between the inner case and the outer case to filter fine solids. An outlet pipe(106) is connected to the outer case while communicating with the ring-shaped space above the filter medium layer. Further, the inlet pipe is connected with a side surface of an outer wall of the inner case in a tangent direction.
