A road sweeping vehicle using an engine PTO of a vehicle is provided to prevent energy from being unnecessarily consumed by intermittently controlling power, which is transferred to a blower, through a power controller. A road sweeping vehicle using an engine PTO of a vehicle comprises a power controller(C), a blower(90) integrally installed at a blower shaft(91), an RPM detection plate(110), and an RPM detection sensor. The RPM detection plate(110) is installed at the front end of the blower shaft(91) and has a plurality of detection protrusions radially protruding from the outer peripheral surface. The RPM detection sensor detects that the detection protrusion passes through a sensing groove, and measures the RPM of the blower(90). The power controller(C) comprises a clutch shaft(10), an air cylinder block, a cap piston, a pusher, a clutch plate, a support shaft and a power pulley(80).
