A permanent cosmetic composition for two-step permanent wave operation is provided to inhibit severe skin irritation and bad smell, prevent hair damage and improve gloss and elasticity of hair by using a weak alkalifying agent and a weak acidifying agent, and reduce permanent operation time by using catalyst reaction. A permanent cosmetic composition for two-step permanent wave operation comprises a first reagent containing 1.0-5.0 wt.% of reducing agent, 1.0-4.0 wt.% of thickening agent, 0.1-9.5 wt.% of alkalifying agent, 0.01-5.0 wt.% of reaction catalyst, 1.0-15.0 wt.% of alcohol, 0.1-1.0 wt.% of metal sequestrant, a first reagent containing remaining amount of distilled water, ion exchange water or far infrared water, 1-20 wt.% of acidifying agent, 0.01-20 wt.% of reaction catalyst and a second reagent containing remaining amount of distilled water, ion exchange water or far infrared water, wherein the alkalifying agent is mono-, di- or tri-ethanolamine, sodium hydroxide, potassium hydroxide, sodium carbonate or potassium carbonate; the acidifying agent is bromate, urinate or monopersulfate; the reaction catalyst is M-SCN in which M is Na, K, Fe, Cu or NH4; and the first reagent has alkali degree of 2.5-4 and pH 7.5-9.
