The valve has a pinion (3) and a tubular rotor (4) inside a case (2), where the pinion and the rotor are mounted rotating along a same axis (1) and are connected through a torsion rod (10). The case has a guiding unit (6) of the pinion (3) and sealing units (7) in lower part of the case. The case has rotational guiding units of the rotor and sealing units (9) in upper part of the case. The case has a synthetic material body (2b) surrounding a metallic tubular core (2a). The body has rotational guiding units (16) of the rotor, and the core surrounds and guides a sleeve (5) of the valve.
