The device has a rod (2) including a steering rack (21) placed at a side nearer to another rod (1) with a gripping surface (10). A sliding sleeve (20) encloses the rod (2), and has a front side formed with another gripping surface (201) placed nearer to the rod (1). The sleeve has an axial orifice formed by a toothed groove (202). The sleeve is driven by a clutch lever (30), where the lever is controlled by a shift fork (3). A buffer unit is installed between the lever and the sleeve, where displacement of the lever drives displacement of the sleeve. The surfaces are aligned and gripped.
