A method for distributing signals is provided to enable respective terminals to realize a COD(Contents-On-Demand) system capable of changing quality of contents to be transmitted to a user from a server depending on system utilization frequencies, such as a download frequency and a connection time, of the user as well as managing the system utilization frequencies of the user. An information center receives a user ID and a contents order from one of a plurality of terminals(S101). The information center refers to customer data stored in a memory used by the information center according to the received user ID(S103). The information center determines the system utilization frequencies of the terminal based on the referred customer data(S104). The information center determines whether the additional data is added to the contents to be transmitted to the terminal based on the determined system utilization frequencies by responding to the contents order received from the terminal(S106,S108,S110). |
