PROBLEM TO BE SOLVED: To restrain slipping of a belt in starting of a vehicle when a speed ratio of a continuously variable transmission is determined to be the lowest speed side speed ratio, in a transmission control device for the continuously variable transmission wherein hydraulic fluid is sealed in a driving side hydraulic actuator when the vehicle speed is equal to or lower than the prescribed vehicle speed. SOLUTION: In this transmission control device, supply/discharge of the hydraulic fluid to a driving side hydraulic cylinder 42c is controlled by a transmission control means 152 in order to maintain a maximum speed ratioγmax in starting of the vehicle after stopping the vehicle on the condition that a transmission belt 48 is determined as being in the most reduced speed state in stopping of the vehicle by a most reduced speed state determination means 166 and fluctuation is not determined as occurring in input torque T<SB>IN</SB>input to a driving side pulley 42 when closing control is performed by a torque fluctuation determination means 168. Accordingly, the hydraulic fluid is not supplied/discharged to the driving side hydraulic cylinder 42c when the fluctuation occurs in the input torque T<SB>IN</SB>and the transmission belt 48 is out of the most reduced speed state, and slipping of the belt can be prevented.
