A cooling and heating apparatus by using underground air is provided to increase or decrease absolute humidity in accordance with season by using underground air changing a temperature. A heat pump(10) has a compressor(13) and an expansion valve(15) connected with an indoor heat exchanger(11) and an outdoor heat exchanger(12) through a four-way valve(14). An underground air suction duct(23) is installed at the indoor heat exchanger. An underground air suction pipe(25) is buried in the underground air ventilation duct down to a gravel layer and a porous layer free from the influence of external air. If a ventilation fan(11a) is operated, a ventilation port(30) is opened to exhaust air. If the ventilation fan is stopped, the ventilation port is closed. The ventilation port consists of a horizontal exhaust port(31) and a damper(33) hanging on the horizontal exhaust port through a hinge(32) vertically.
