PROBLEM TO BE SOLVED: To provide a system and method stably transmitting an emergency disaster flash simultaneously to hundreds of thousands to millions of households. SOLUTION: The system uses a CATV network, and comprises a distribution server 20 for distributing to a disaster flash transmitters in CATV broadcast facilities an emergency disaster flash containing data transmitted from the Meteorological Agency 10 on a seismic intensity, earthquake occurrence time, and an epicenter; a disaster flash transmitter 30 in CATV broadcast facilities for computing the data in the emergency disaster flash distributed from the distribution server and subscriber location information to generate guidance broadcast data, FM-modulating the generated guidance broadcast data, and transmitting the FM-modulated data to receivers in subscribers' houses through CATV network cables; and in-house receivers 50, connected to the CATV network cables, for receiving the guidance broadest data through the disaster flash transmitter and outputting the data to an announcing device.
