PROBLEM TO BE SOLVED: To obtain an image reader and an image processor, in which light quantity of a light source emitting reading light with which an original is irradiated and output from a photoelectric conversion means, are stabilized appropriately and quickly. SOLUTION: In the color image reader, a lamp 4 starts lighting with maximum light quantity when it starts the lighting, thereafter, a measured value obtained by the digital conversion of output from a CCD 9a by an A/D converter 42b is compared with a target value by an image data comparison part 71; the CLK idle period of a clock signal CLK in one line is obtained by a CLK idle period arithmetic operation part 72 based on the result of comparison; and the clock signal CLK in the CLK idle period is input in an inverter circuit 62, whereby the inverter circuit 62 lights the lamp 4 according to the clock signal CLK in the CLK idle period, to thereby quickly make the light quantity of the lamp 4 stabilized.
