A system and method for ensuring a controlled supply source of web material, particularly toilet paper, to be dispensed through a dispenser. The method involves providing a free dispenser to a web material provider, providing credits to the web material provider for periodically activating the dispenser in return for buying the web material, transferring the free dispenser from the web material provider to an end user, wherein the web material provider sells web material to be dispensed from the dispenser to the end user, and transferring the credits to the end user. The end user must activate the dispenser with the credits to prove that the dispenser is stocked with the dispenser-provider?s paper product. The credits are designed to expire or run out when a purchased quantity of the dispenser- provider?s paper product is expected to be consumed. |
