PROBLEM TO BE SOLVED: To provide an apparatus for forming a cushion material capable of forming two cushion materials having irregularities on their surfaces continuously from a single tabular latex raw material. SOLUTION: The apparatus 1 has a pair of rotating rollers 3 having two or more protrusions 2 on the surfaces, an endless band-shaped cutter 4 arranged in the rear of the rotating rollers 3 and a pair of pulleys 5 causing the cutter 4 to run in tense conditions, and a cushion raw material 6 is supplied from the front of the rotating rollers 3 to form a cushion material 7.
