PROBLEM TO BE SOLVED: To provide a snow-melting structure capable of simplifying asphalt-layer laying work and reducing the amount of asphalt used, and a construction method for the snow-melting structure. SOLUTION: This snow-melting structure 120 comprises: a pavement surface 120 in which a groove 122 is formed in a prescribed pattern; a linear heater 130 which is embedded in the groove 122; a room temperature setting asphalt agent 140 which is hardened after being filled in the groove 122; and the asphalt layer 150 which is laid on the pavement surface 120.
