PROBLEM TO BE SOLVED: To provide an information display panel which is a display media drive type and is free from occurrence of short circuits between adjacent electrodes even when the electrode on the front side substrate is electrically connected to the electrode on the back side substrate and an information display part is sealed. SOLUTION: In an information display panel for displaying information by sealing display media between 2 pieces of the substrates, applying voltage between opposed counter electrodes to give electric field to the display media to move the display media, when respective electrodes on the substrates are connected to a power source in a part of the outside of the information display part and a sealing agent containing conductive particles is provided between the substrates, (1) at least one part except a part where the opposed electrodes are conducted is covered with an insulating film or (2) a part where is at least one part of the outside part of a sealing agent arrangement part and the distance between the adjacent electrodes in the outside of the sealing agent arrangement part becomes shorter than the distance between the adjacent electrodes in the information display part is covered with the insulating film.
