<P>PROBLEM TO BE SOLVED: To improve usability when one mobile terminal, which carries out settlement processing using electronic money information, is used by a plurality of persons, while preventing unauthorized use of the mobile terminal. <P>SOLUTION: When a user of the mobile settlement terminal 1 holds a personal identification card 2 up to a reader/writer 11, personal identification data which is data for authentication is read from the personal identification card 2 by the mobile settlement terminal 1. In the mobile settlement terminal 1, encryption given to the personal identification data is decoded using a key registered beforehand, and the validity of the user is determined based on a PIN code included in the personal identification data and a PIN code input by operating an input part 13 by the user.
