PROBLEM TO BE SOLVED: To provide a hydraulic power unit where a valve mechanism opening/closing a bypass passage can smoothly execute opening/closing operation. SOLUTION: In this hydraulic power unit 1, a seal member 96 formed of fluorine-based rubber or a fluororesin is fixed to a contact surface of a valve element 90 constituting the valve mechanism 9 to a barrier plate 219. Minute irregularity is formed on a surface of the seal member 96, and a surface of the barrier plate 219 contacting the seal member 96 is formed with a smooth surface. By composing such a structure, the valve element 90 is prevented from being fixed to the barrier plate 219 when the valve mechanism 9 is brought into an open state from a close state.
