PROBLEM TO BE SOLVED: To detect an amount of soil on an electrifying member and control a voltage applied to the electrifying member. SOLUTION: An electrification AC voltage peak value detection circuit and an electrification AC differential voltage peak value detection circuit are provided to calculate a difference between an electrification AC voltage peak value and an electrification AC differential voltage peak value.
