PROBLEM TO BE SOLVED: To provide an environmental response-type etching solution which satisfies surface smoothness, rust preventive properties of a metal or the like and preservation stability, antiseptic properties and roller strip properties required for dampening water, in newspaper offset rotary printing and commercial printing, and is made environmentally friendly. SOLUTION: The etching solution contains a phosphate, a neutral salt, an antiseptic, a rust-preventive and a surface-active agent, wherein the surface-active agent contains an organic sulfonic acid salt and a polyoxyethylene alkyl ether sulfate.
