PROBLEM TO BE SOLVED: To provide a cosmetic material comprising an oil-based base material as an emulsified and dispersed component and/or a pigment, an emulsifying and dispersing agent and water and enhanced in thermal stability and time-dependent stability, and a method for producing the cosmetic material. SOLUTION: The cosmetic material contains the emulsifying and dispersing agent comprising a polysaccharide having a granular structure as a main component and ≥2 species emulsified dispersion components. In the cosmetic material, the emulsified dispersion component has 1-5(F/m) dielectric constant and the ratio of an inorganic value over an organic value is in the range of 0-0.5.
