An electric double layer capacitor is provided with first and second power collecting bodies; first and second polarizable electrode layers arranged on the first and the second power collecting bodies, respectively; an insulating separator arranged between the first and the second polarizable electrode layers; and a driving electrolytic solution with which the separator and the first and the second polarizable electrodes are immersed. The second power collecting body is so constituted as to be applied with a potential lower than that to be applied to the fist power collecting body. The driving electrolytic solution includes an anion including fluorine as an electrolyte. The separator is provided with a separator layer facing the second polarizable electrode layer, and a suppression layer facing the first polarizable electrode layer. The separator layer includes cellulose. The suppression layer is composed of a material different from that of the separator layer and prevents decomposition of the cellulose. The electric double layer capacitor suppresses decomposition of the separator and has excellent reliability for a long period of time.
