<P>PROBLEM TO BE SOLVED: To provide a device with three-primary-color LEDs arranged in a matrix. <P>SOLUTION: This device with three-primary-color LEDs arranged in a matrix is provided with first LEDs, second LEDs and third LEDs. The first LEDs, the second LEDs and the third LEDs out of them are arranged as 4×4 lowest matrix cells, and the ratio of the numbers of the first LEDs, the second LEDs and the third LEDs is 2:1:1.
