PROBLEM TO BE SOLVED: To exactly evaluate the quality of three-dimensional data when the data is registered or collated. SOLUTION: A registering machine 10 for acquiring three-dimensional data and two-dimensional image data of the face of a person H to be authenticated and writing authentication data in an IC card 70 is provided with: a non-contact type three-dimensional digitizer 30 for inputting three-dimensional data of a face; a digital camera 40 for inputting two-dimensional image data; a personal computer 50 for performing prescribed registration processing; and an IC card writer 61 for writing the authentication data in the IC card 70. Further, the registering device 10 includes a quality evaluating part 571 for evaluating the quality of tree-dimensional data and attaching a valid/invalid flag in each acquired point of the three-dimensional data, and a degree of bias calculating part 577 for calculating the degree of bias of an omitted part of the three-dimensional data in a face area.
