PROBLEM TO BE SOLVED: To provide a tester simulation apparatus and method capable of performing appropriate determination about the simulation result by a tester. SOLUTION: This tester simulation apparatus verifies a test of a testing object by a tester based on a first result data obtained from simulation for designing the testing object and a second result data obtained from simulation of the operation of the tester. The tester simulation apparatus comprises a shifting means for shifting at least one of the first result data and second result data by a predetermined amount in the time base direction, and a comparing means for comparing the first result data with the second result data, at least one of which is shifted by the shifting means.
