PROBLEM TO BE SOLVED: To control the inclination of a railroad vehicle body and to absorb vibration of about 1 Hz caused by disturbance. SOLUTION: The inclination of a railroad vehicle body 1 is controlled by using an air spring 3 provided on right and left sides between the vehicle body 1 and a truck 2. A height regulating valve 6 for keeping the height of the air spring 3 at a neutral position when not controlling the inclination, a change-over valve 9 which is provided in series to the height regulating valve 6 and closed when controlling the inclination of the vehicle body to invalidate the height regulating valve 6, an air supply valve 8 and an exhaust valve 7 for controlling the air supply/exhaust to/from the air spring 3, and a flow proportional control valve 10 provided parallel to the air supply valve 8 are provided in the middle of a pipe 5 for connecting the air spring 3 to an initial pressure reservoir 4. A controller 11 is provided, which calculates a signal for controlling the height of the air spring 3 to the target value from curve information and displacement information of the air spring 3, and controls the valves 6-10. In addition to the control of the inclination of the vehicle body during the curve passage, the vibration of the air spring of about 1 Hz caused by track disturbance, vertical curve or the like can also be absorbed, and excellent ride quality can be realized.
