<P>PROBLEM TO BE SOLVED: To increase the possibility of decoding a read bar code as much as possible even when there is partial thickening or thinning in respective bars of the read bar code. <P>SOLUTION: Projection distribution is calculated by projecting a binary image of the bar code in the longitudinal direction of a bar by a projection part 23 and the projection distribution is divided into character units constituting the bar code by a division part 24. A decoding part 25 discriminates whether each bar is thick or thin by analyzing the projection distribution of characters by tentatively determining a threshold of the number of projected pixels for every character and judges whether or not the character can be decoded based on the discrimination result.
