PROBLEM TO BE SOLVED: To evaluate and predict the cornering characteristics with accuracy, when a vehicle is being actually steered about a trial production tire or a non-trial production examination tire. SOLUTION: A lateral force data F<SB>y</SB>(t) of time series with respect to a slip angle of time series is acquired on the tire which grounds to ground plane and carries out a rolling motion at a predetermined rolling motion speed. Then, a cornering stiffness value K<SB>y</SB>expressing the cornering property of the tire, a time constant value t<SB>3</SB>, and an equivalent lateral rigidity value K<SB>L</SB>of the tire are derived, by using a transient response calculation model which computes an output data F(t), corresponding to the lateral force data of the transient response generated in the tire to the slip angle which constitutes by using a plurality of tire dynamical element parameters and the obtained lateral force data F<SB>y</SB>(t).
