PROBLEM TO BE SOLVED: To control the priorities of threads so that the respective threads optimize the information amount recorded in a recording part in an autonomous distributed manner and to optimize the processing load of a processing system as a whole without causing overhead. SOLUTION: A storage 104 stores information therein, a CPU 103 executes a thread including writing information into the storage 104, and reading the information from the storage 104 and controls a priority of the thread based on an information amount stored in the storage 104 in at least either the write processing or the read processing.
