<P>PROBLEM TO BE SOLVED: To provide a light-emitting apparatus which can improve luminance by improving light extracting efficiency from a phosphor, and to provide a manufacturing method thereof. <P>SOLUTION: This light-emitting apparatus 40 has an LED chip 11 as a light source, and a fluorescent section 20 including a phosphor 22 excited by a light from the LED chip 11 and emitting a light.
