<P>PROBLEM TO BE SOLVED: To provide a light source device and a lighting system capable of improving compatibility with an existing advertisement billboard or the like by a fluorescent tube method, and of solving problems of heat generation by releasing the heat outside. <P>SOLUTION: The light source device 1 has a substrate 11 on which a light emitting element (LED 12) is mounted, and has a frame 10 that has a hollow inside and that has been formed in a nearly cylindrical shape. At the outer peripheral face of the frame 10, a substrate placing part 10a is formed on which the substrate 11 is placed.
