PROBLEM TO BE SOLVED: To provide an in-vehicle headlight lighting device capable of controlling the lighting-on/off of auxiliary headlights in the vehicle according to weather conditions or a weather change. SOLUTION: A weather information determination part 17 analyzes weather at a current position of a vehicle based on current position information and weather information obtained by a position detection means 2 and an external center 18. In the case that it is determined that there is a factor to make visibility for a user infavorable based on results of the analysis, an instruction is sent to a headlight control device 26 for automatically lighting the auxiliary headlights 28b, or gives a warning to urge the user to light them by means of an instruction on a display part 6. When the weather has recovered, on the contrary, in a the case that it is determined that the factor to make the visibility for the user infavorable has been eliminated, the auxiliary headlights 28b are automatically lighted off, or the user is urged to light them off.
