PROBLEM TO BE SOLVED: To provide a battery performance rank diagnostic device and a battery performance rank diagnostic program, capable of diagnosing the propriety, for a user, of a performance rank of a battery in use. SOLUTION: This battery performance rank diagnostic device of the present invention for diagnosing the propriety of the performance rank of the using battery is provided with a charge state detecting means 20 for detecting a value indicating a charge state of the battery 10, a storage means 40 for storing the value indicating the charge state detected by the charge state detecting means, a determination means 50 for determining the propriety of the performance rank of the battery, based on the value indicating the charge state stored by the storage means, and an output means 70 for outputting a determination result determined by the determination means.
