PROBLEM TO BE SOLVED: To provide a technology of suppressing degrading of image quality when printing an image by ejecting ink droplets on a printing medium while performing scanning of the printing medium at an identical portion for a plurality of times. SOLUTION: There are provided a dot data forming section for forming dot data representing a forming state of dots by performing halftone processing and a printing section for forming a print image by forming dot groups by each scanning by a print head according to the dot data and combining the dot groups on an identical printing region. In the dot data forming section, a condition of the halftone processing is set, about at least a part of gradation values in input gradations values, so as to suppress mutual contact between dot groups continuously formed by the plurality of times of continuous scanning.
