PROBLEM TO BE SOLVED: To provide a radio communication device in which a retransmitting process can be practiced, depending on the state of radio communication. SOLUTION: The radio communication device for retransmitting control information, when radio communication cannot be established; the radio communication device is equipped with a condition grasping means for grasping the state of radio communication condition, an expectation degree estimating means for estimating the expectation degree at which the radio communication condition is improved, based on a variation in radio communication condition, and a retransmission control means for controlling retransmission of control information based on the expectation degree; and a retransmission control means controls the number of retransmission times of the control information.
