<P>PROBLEM TO BE SOLVED: To provide a reforming apparatus capable of keeping the evaporation amount of water constant, and a fuel cell equipped with the reforming apparatus. <P>SOLUTION: The reforming apparatus 1 comprises a reforming vessel 8 having an evaporating chamber 2 for evaporating water and a reacting chamber 5 for carrying out a reforming reaction of steam that is generated in the evaporating chamber 2 and a reforming gas to be reformed, and a water supply tube 3 for supplying water from the outside of the reforming vessel 8 to the evaporating chamber 2, wherein a part of the bottom surface of the reforming vessel 8 constructs the bottom surface of the evaporating chamber 2, and the bottom surface of the evaporating chamber 2 is constructed of an inclined plane 10 on which the water supplied by the water supply tube 3 flows down. Further, the water supply tube 3 and a gas supply tube 4 have a double tube structure wherein the water supply tube 3 is arranged inside the gas supply tube 4.
