<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit which prevents an input circuit from being affected by output circuit noise and achieves low power consumption in an input/output circuit. <P>SOLUTION: The semiconductor integrated circuit comprises an internal power supply step-down circuit 4 which drops a first external power supply voltage VCC and generates an internal power supply voltage VDDQ, an input circuit 1 for receiving the internal power supply voltage VDDQ, an internal circuit 2 for receiving the first external power supply voltage VCC and making connection to the input circuit 1, and an output circuit 3 for receiving a second external power supply voltage VCCQ different from the first external power supply voltage VCC and making connection to the internal circuit 2.
